Publisher Kit

Publisher-wide configuration: brand, navigation, footer, default tokens, and the publisher's root view. The kit's chrome (brand / nav / footer) wraps every page on the publisher's site, regardless of which view is active. Default tokens apply site-wide unless overridden per-class.
