Language Tag

A complete BCP 47 tag — something that can label text in a language. A primary language subtag alone (`en`), a grandfathered or redundant registered tag (`i-klingon`, `zh-Hant`), or a tag composed from registry subtags in a consumer's own package (`zh-Hant-TW`). The code is the tag string.
