Within a Union, every Variant's tagValue MUST be unique and MUST fit the taggedBy primitive's value range. Decoders MUST fail loudly (UnknownTag) on an unrecognized tag.

Duplicate tags make dispatch ambiguous; out-of-range tags are unencodable. Silent skipping of unknown tags is the classic protocol fallback bug.
